BRIEF-Nokia Siemens says lost auction for Nortel assets

HELSINKI, Nov 23 (Reuters) - Nokia Siemens Networks [NSN.UL] said on Monday:

* it, together with its financial partner, did not submit the highest bid for nortel ops at auction

* its final offer represented fair value for the assets

* further bidding was not financially justified
